“It is inherent to the purpose of the University that the campus be a place where freedom of expression is fully exercised. The creativity, intellectual vigor, and learning environment of the University can be enhanced when students, recognized student groups, and outside persons and groups use campus facilities for expressive activities that are not sponsored by the University.”
— Facility Use Policy (Policy 6.12.05), Section A(3).
The Facility Use Policy (University Policy 6.12.05) governs everyday on-campus expressive activities such as reserving a meeting room, scheduling a public event, setting up a table to distribute materials, or distributing flyers on campus.
