{"id":2548,"date":"2013-06-07T20:04:15","date_gmt":"2013-06-07T20:04:15","guid":{"rendered":"https:\/\/www.eou.edu\/admissions\/?page_id=2548"},"modified":"2026-04-10T03:20:56","modified_gmt":"2026-04-10T03:20:56","slug":"tuition-equity","status":"publish","type":"page","link":"https:\/\/www.eou.edu\/admissions\/tuition-equity\/","title":{"rendered":"Tuition Equity"},"content":{"rendered":"\n<p class=\"has-text-align-left\">On April 2, 2013, Governor John Kitzhaber signed <a title=\"House Bill 2787\" href=\"https:\/\/www.oregonlegislature.gov\/bills_laws\/lawsstatutes\/2013orLaw0017.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">HB 2787<\/a> (otherwise known as Tuition Equity) into law, directing the Oregon State Board of Higher Education to allow students who are not U.S citizens or lawful permanent residents of the United States to pay resident tuition and fees for enrollment in an Oregon public university under certain conditions.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link has-white-color has-eastern-navy-background-color has-text-color has-background wp-element-button\" href=\"mailto:admissions@eou.edu\" style=\"border-radius:0px\" target=\"_blank\" rel=\"noreferrer noopener\">Request for Tuition Equity<\/a><\/div>\n<\/div>\n\n\n\n<p class=\"has-text-align-left\">In order to qualify for the benefits provided by Oregon HB 2787 and SB 932 students must:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Have studied in the United States for five years;<\/li>\n\n\n\n<li>Attended an Oregon high school for at least three years immediately preceding graduation or equivalent;<\/li>\n\n\n\n<li>Graduated from an Oregon high school (or received equivalent certification);<\/li>\n\n\n\n<li>Apply for federal individual taxpayer identification number or other official federal identification document;<\/li>\n\n\n\n<li>Show intention to become a U.S. citizen or lawful permanent resident.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">How to Apply<\/h2>\n\n\n\n<p>To be considered for exemption from nonresident tuition under&nbsp;<a href=\"https:\/\/www.oregon.gov\/highered\/about\/Documents\/Commission\/COMMISSION\/2018\/Nov%202018\/8.4a%20ACTION%20ITEM%20Tuition%20Equity%20Report%20(HB%202787,%202013).pdf\">HB 2787<\/a>, students should:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><a rel=\"noreferrer noopener\" href=\"https:\/\/www.eou.edu\/admissions\/apply\/\" target=\"_blank\">Apply for admission<\/a>&nbsp;and follow the standard EOU admission process for either freshman or transfer.&nbsp;<a href=\"http:\/\/www.eou.edu\/admissions\/freshman\/\">www.eou.edu\/admissions\/freshman\/<\/a>&nbsp; or&nbsp;<a href=\"http:\/\/www.eou.edu\/admissions\/transfer\/\">www.eou.edu\/admissions\/transfer\/<\/a><\/li>\n\n\n\n<li>On the Biographical Information page of the admission application, select Non-Resident Alien for Citizenship Status.<\/li>\n\n\n\n<li>Complete the&nbsp;<a href=\"https:\/\/www.eou.edu\/admissions\/files\/2018\/09\/Tuition-Equity-Affidavit.2018.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Affidavit and Request for Exemption from Nonresident Tuition and Fees<\/a>&nbsp;(HB2787)<\/li>\n\n\n\n<li>Submit the Affidavit to:<\/li>\n<\/ol>\n\n\n\n<p>Eastern Oregon University<br>Office of Admissions<br>One University Blvd<br>La Grande, OR 97850<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Benefits of HB 2787<\/h3>\n\n\n\n<p class=\"has-text-align-left\">Undergraduate applicants who are admissible under current Eastern Oregon University admission requirements, and meet the requirements of the <a href=\"https:\/\/www.oregon.gov\/highered\/about\/Documents\/Commission\/COMMISSION\/2018\/Nov%202018\/8.4a%20ACTION%20ITEM%20Tuition%20Equity%20Report%20(HB%202787,%202013).pdf\">HB 2787<\/a>, may be assessed in-state tuition rates at Eastern Oregon University beginning fall term 2013. *Recipients are eligible for this benefit for a maximum of five continuous years.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Benefits of SB 932<\/h3>\n\n\n\n<p class=\"has-text-align-left\">*Based on <a href=\"https:\/\/www.oregonlegislature.gov\/bills_laws\/archivebills\/2005_sb0932.intro.pdf\">SB 932<\/a>, beginning fall term 2016 the five year time limit, the benefit for a maximum of five continuous years has been removed.<\/p>\n\n\n\n<p class=\"has-text-align-left\">Please note: the assessment of in-state tuition rates under HB 2787 does not change a student\u2019s residency status.<\/p>\n\n\n\n<p class=\"has-text-align-left\">Undocumented students are not eligible for federal financial aid.
