AUTHORITY: OPEU Collective Bargaining Agreement
POLICY: In compliance with the Collective Bargaining Agreement and other applicable rules and regulations, the following policy is issued to clarify the position of the University regarding pay for employees during a closure of the institution.
A. Poor weather or other unusual conditions may bring about curtailment of classes and operations at the University which in turn may require a decision to send some employees home or not have employees report to work. Under no circumstances should this policy be interpreted as requiring that all employees be sent home or asked not to report for work. Employees who provide services to ensure the safety, security and welfare of resident students or the protection and safety of University property, will be expected to report for duty in the event of a closure or curtailment of operations.
B. If the President, or the President's designee, orders a closure of the institution due to severe weather or other unusual conditions after employees covered by this policy report for work, employees (other than those providing essential services) will be sent home and paid for the balance of their assigned shift.
C. In the event that a closure is ordered prior to start of the work shift, employees will be notified by (1) a telephone communication from their supervisor and/or (2) via an announcement made over local radio stations listed in the Inclement Weather Procedure bulletin updated and issued each year in October. If in doubt as to a possible closure during adverse weather, it is the responsibility of the employee to call in for confirmation of the status. Employees providing essential services in the following units will be expected to report for work in the event of an announced closure of the institution unless otherwise specifically notified: Student Health Center, Campus Security, Grounds or other personnel needed to ensure the safety and welfare of staff and students. Employees advised of a closure per this section of the policy are authorized the optional use of vacation, compensatory or personal leave, or leave without pay for the period of the closure.
D. Employees providing essential services during a closure shall receive time and one-half pay for hours worked.
