Eastern Oregon University Tech-Fee Committee
Charge and Standing Rule

The committee is appointed by the Provost after consultation with the ASEOU President. The committee will consist of five faculty (one from the College of Business, one from the College of Education, one from the College of Arts and Sciences, one from the Division of Distance Education, one from the faculty at large) and five students.   Appointment of student members will be based entirely upon recommendations provided by the ASEOU President who will also designate the Vice Chair of the Committee. The Chair will be appointed by the Provost after consultation with the ASEOU President.   Appointments are for three years.

Non-voting resource representatives are to be included in the meetings of the committee. Initially included are representatives from the Information Technology Department, Library, and Learning Center. The committee may solicit participation by other resource representatives as the Committee finds appropriate to its needs.

The Committee is charged with making recommendations to the Provost on those investments of the Technology Resource Fee Fund that are necessary to fully and effectively position Eastern to provide its students with high quality education. Based upon these recommendations, the Provost makes decisions and is responsible for implementation. In evaluating proposals, the Committee is to give foremost emphasis to only one question: to what degree will the proposal improve and enrich the quality of students' learning.

The Committee is to be thinking toward the future, always assessing what will be needed. As it is unlikely that funds will be adequate to immediately meet all needs, planning and staged approaches will be necessary.

The Committee will adopt procedures, general principles and guidelines for consideration of proposed uses of the Technology Resource Fee Fund. Included will be the principle that the fee will only be used to support technological applications and services of direct benefit to and directly used by students as part of their participation in learning activities. All of Eastern's students--those on and off campus, those who are undergraduates and those who are graduate students, and those in the OSU and OHSU degree programs-pay the fee, and the needs of all students paying the fee are to be considered by the Committee. The Committee will receive proposals following procedures that it adopts; the Committee may also initiate preparation of proposals.

The Committee is also charged with regularly assessing needs and 'stakeholder satisfaction' using means that the Committee deems most appropriate.

Annually, the Committee will prepare a summary of the specific investments made, accounting for every dollar provided by the technology resource fee. This summary will be provided to ASEOU and to the Provost who will use means such as the world wide web to make it more generally available.
