Drug and Alcohol Policy

Eastern Oregon University prohibits the unlawful use, possession, manufacture and distribution of illicit drugs and alcohol by its students and employees on its property or as part of any of its activities. Persons who violate this policy are subject to campus disciplinary action and referral to law enforcement agencies.

Students found to have committed a violation of this policy are subject to university sanctions that may include: probation, suspension, or dismissal. The level of sanction will be determined by assessing the seriousness of the breach of policy, the effect of the conduct on the community, and the assessed probability that other violations will not be committed by the person(s) in the future. The minimum sanction for illegal sale or distribution of drugs normally includes separation from the University and referral for prosecution. Referral to treatment programs will be mandated when appropriate.

TREATMENT AND SUPPORT SERVICE INFORMATION
The University provides a comprehensive alcohol and drug education/awareness program consistent with Oregon Law and Administrative Rule that includes a description of the health risks associated with the use of illicit drugs and the abuse of alcohol, what standards constitute the responsible use of alcohol and the legal obligations and impacts associated with illicit use of alcohol and drugs.

In order to promote the health and educational success of members of the Eastern Oregon University community, the following four-point program is offered in an effort to help students, faculty, and staff develop and maintain a substance-free life style.

1. Alcohol & Drug Education Information illustrating the health-endangering effects of substance abuse.
2. Assessment Determining a person's dependence on drugs and alcohol, and measures to free them from these influences.
3. Referral assisting a person in making contact with support services and programs.
4. Counseling helping a person adjust emotionally and physiologically to a chemical-free life style.

The University publicizes all alcohol and drug policies using such means as the student and faculty handbooks, orientation programs, letters to students and parents, residence hall meetings, and faculty and employee meetings. In addition, special programs, seminars, classes and displays are offered at various times during the year, including New Student Week in September, Alcohol Awareness Week in October, Drug Prevention Week in February and Wellness Fairs.

The Athletic Department, Residence Life, Student Activities and the University as a whole maintain and periodically review the Student Conduct Code as it relates to controlled substances and set standards for alcohol and other drug policy violations. Established sanctions are consistently enforced.

The University makes available confidential counseling services for students, faculty and staff, seeking help for alcohol and drug abuse. Outpatient health service and referrals for students are available through the Student Health Services.

The University maintains a screening and referral program in conjunction with community based treatment facilities for students, faculty and staff who are determined to be in need of therapeutic intervention through student conduct procedures or University personnel actions.

The University conducts on-going assessment of the institutional environment to identify and promote contributing factors to wellness. Summary data regarding disciplinary actions, police and security reports, health and counseling information and campus attitudes and awareness are used to guide program development. A biennial review of the alcohol and drug use policy is the responsibility of the Student Affairs Office.
