"Old" Proposed Open Forum Policy (Time, Place, Manner)

Eastern Oregon University maintains an open forum policy, given the following time and manner restrictions, in an effort to support the rights of free speech by any individual/group:

  1. All open forums shall be held on the Hoke Center Quad, except when permission is granted for a deviation by the institutional president or his/her designee.

  1. The Quad shall consist of the area between the Hoke Center, Pierce Library and Loso Hall.
  2. Dissemination of handout materials may take place in the Quad or in Mac’s in accordance with established guidelines.
  3. Unscheduled individuals/groups must observe a reasonable intermission when scheduled groups, using student paid fees, are performing a duty to inform or entertain fellow students. The Hoke Information Desk and Scheduling Office (541-962-3575, Room 213) will have information regarding the dates and times of such scheduled events.
  4. In the exercising of an individual’s free speech rights, no state laws or city ordinances shall be violated.
  5. Specifically, the individual/group shall not: disturb classes, restrict traffic flow, menace (verbal harassment), harass (physical harassment), or in any way create an unreasonable atmosphere.
  6. The Open Forum Policy shall be restricted to Monday through Friday from 8:00 a.m. to 7:00 p.m.; any other time of free speech will be considered unreasonable.
