The meeting was called to order at 1:00 p.m. 

Approval of February Minutes:  Motion to approve; seconded; passed

801s - Employee – cut wrist while sawing tree branches – Time loss.

Non–801s – Employee slipped on ice.  No time loss.

Safety Grams

-Submitted by campus electrician, Bud Hill.  Hole was cut in the wall between LH 107A & LH 107B creating a violation of several National Electrical codes.  Rob talked with Bob Gilmore and determined that students cut the hole.  Bob will investigate further and take steps to get the problem corrected.

-Submitted by Steve Wadner.  Emergency phones outside Quinn Fitness Center are not working.  An IT service request was submitted and Helen will follow up to make sure they have been repaired.

-Submitted by Michael O’Connor.  Jeep snowplow is in unsafe condition with no safety belts, unsecured seats and broken leaf springs.  An employee was injured approximately a year and a half ago when the Jeep was involved in an accident, but no safety measures have been implemented since the accident.  Rob is investigating.  He determined that since the Jeep is not taken off campus, no laws have been broken.  However, he will follow up to make sure the safety hazards are addressed.

-Rob reported that a state motor pool vehicle carrying members of the Track & Field team was involved in a rollover accident Westbound on I-84.  No safety gram has been submitted, but injuries included contusions, bruising and possible concussion, with no other serious injuries.  Rob and Cheryl Higgins are working on the investigation with the Portland Motor Pool.  Rob will report back to the committee at the next meeting regarding the status of the investigation.

Building Inspections – February

Ackerman Hall:  Room 111 Hallway – Tables blocking walkway and fire extinguisher.  (This has been corrected.)

Badgley Hall:  West Stairway, 4th step from the top is loose.  Coffeepot in 205 has no auto-shutoff.  (Rob will follow-up)

Inlow Hall:  No hazards reported.

Library:  No hazards reported.

Loso Hall:  Coffeepot in 147 has no auto-shutoff.  (Rob will follow-up)

Hunt Hall:  No hazards reported.

Quinn Coliseum:  No hazards reported.

Zabel Hall: No hazards reported.

Rob distributed a document listing the cost of liability insurance for the state of Oregon (including tort liability, property liability and workers’ compensation) since the 1985-87 biennium.  The total cost has risen from $45,154.00 per biennium in 1985-87 to $122,691.00 for the 2007-09 biennium.  It was noted that Eastern has a higher rate of employee accidents than the industry average.  Because of this, Rob said the campus could expect an OHSA inspection in the near future.

Rob announced that a presentation regarding the upcoming construction in Inlow Hall was planned for the employees in that building.  The presentation will cover a variety of construction issues including, noise levels during work hours, disability access to the building, personal safety equipment, and an overview of general safety measures including whom to contact with concerns.

Rob also announced that the Meeting for Library Loss Control will be webcast on March 21st from 10:00am-12:00n.  Though not the primary topic, some safety issues will be addressed.  All interested are invited to participate in the webcast.

Gretchen asked about policies regarding who was notified when fire alarms resulted in the city Fire Department responding.  There was concern that there had been several incidents when the Fire Department responded to alarms in Badgley Hall, without the Dean of Arts and Sciences ever being notified.  It was determined that during working hours, it was the building manager’s responsibility to notify the dean’s office as soon as it was safe to do so.  Security has the responsibility of making sure everyone is evacuated and they will notify the building manager of any incidents occurring outside of normal work hours. 

Rob said the library has regular evacuation drills and encourages other buildings to institute similar drills.  Some policies exist regarding building evacuation and drills, but they need to be reviewed and possibly revised.  Gretchen will work with the Security office to set up a plan for evacuations and drills in Badgley, Ackerman and Loso Halls.  Helen reported that Vice President Wigle read a policy statement at the last President’s Council regarding the importance of total evacuation of a building during a fire drill.

Rob reported that he and Stana are still working on the pandemic planning project.  The pre-planning portion of the plan has been completed.  Rob is attending a meeting at OHSU in the near future where pandemic planning is on the agenda.  OUS has provided Eastern with pandemic planning information including a check sheet to assist with planning.

Tracy reported that Irene no longer had the quotes for the volleyball court pads.  Tracy will contact Brian Avila and Sammie Mosely to see if they can locate current quotes for the pads.

Rob reported that the Inlow Hall West Stairway (outside) would re-open in April.

The next meeting is scheduled for Monday, April 10, 1:00pm, in the Ackerman Alumni Room.  Meeting adjourned.
