University Center Grant
The Rural Oregon Institute (ROI) is funded by a U.S. Economic Development Administration University Center grant and Eastern Oregon University (EOU). ROI works closely with local governments, nonprofit organizations, and rural communities to create a positive climate for private sector investment. This University Center Program is a partnership of federal government and academia that makes the varied and vast resources of EOU available to the economic development community.
- ROI works closely with Economic Development Administration staff and economic development organizations on potential economic development projects. ROI works with economic development districts to identify and implement collaborative projects, such as cluster analysis and economic gardening. In addition, ROI is an organized resource for rural economic development efforts, such as working conferences and classes.
ROI conducts general applied research on rural economic issues and conducts client requested research on area including diversification, value-added processing, technology transfer, and telecommunications.
PROGRAM OBJECTIVES
Program goals are accomplished by focusing on strategies and techniques that support the creation and retention of rural Eastern Oregon's primary and secondary manufacturing jobs and in support of community-directed economic development efforts.
- ROI provides assistance to governmental and private entities relating to project planning, implementation, management and funding.
- ROI identifies and implements collaborative projects with economic development districts, such as cluster analysis and economic gardening.
- ROI provides leadership for the Eastern Oregon Collaborative Colleges Center and assists the EOCCC in identifying specific workforce development.
- ROI supports technology transfer by developing and maintaining a rural socio-economic database.
- ROI continues their relationship with the Eastern Oregon Telecommunications Consortium (EOTC) and assists in implementation of advanced broadband infrastructure.
- ROI continues to serve as an organizing resource for rural economic development efforts, such as working conferences, classes, etc.
Applied Research
- ROI coordinates and conducts general applied research on rural economic issues.

- ROI monitors legislation and regulatory proceedings that may affect the rural economy and development.
- ROI updates and refines a socio-database.

- ROI makes data bases linked above available to the public via the web-site.
- ROI makes presentations to organizations.
