Constitution


 

ARTICLE I
NAME OF THE ORGANIZATION

SECTION 1: The name of this organization shall be The Navigators Club. ARTICLE II
PURPOSE OF THE ORGANIZATION

SECTION 1: The purpose of this organization is to unite students for social and cultural activities both on-campus and off-campus. ARTICLE III
MEMBERSHIP

SECTION 1: Any person(s) interested in learning about the Micronesian Cultures may be a member of the club.

SECTION 2: Micronesian representatives include Republic of Palau, Republic of Marshalls, Federated States of Micronesia (Pohnpei, Chuuk, Yap, Kosrae), Guam and Commonwealth of Northern Marianas (Saipan, Rota, Tinian).  Non-Micronesians who are interested in learning about the Micronesian culture are more than welcome to join the club. Active members are students enrolled at Eastern Oregon State College and are eligible to vote. Community members are those not enrolled at Eastern Oregon State College and do not have the right to vote.

SECTION 3: Termination of membership and reinstatement: All members may be terminated by reasons of:
      1. Not paying dues for any given term
       2. Not attending meetings (3 meetings)
       3. Not attending activities (0% of activities) in a quarter
Reinstatement: All person(s) who wish to be reinstated that were terminated will be screened by a panel of three, consisting of an officer and two members. ARTICLE IV
STATEMENT OF NON-DISCRIMINATION (required)

The practices and policies of the Navigators Club do not:
SECTION 1: Exclude from being hired, or otherwise discriminate against any individual with respect to her/his compensation, terms, condition, or privileges of employment, because of such individual's race, color, creed, religion, age, sex, Disabled Veteran or Vietnam Veteran.

SECTION 2: Exclude or expel from membership or limit membership because of such individual's race, color, creed, religion, age, sex, national origin, handicap, sexual orientation or status as a Disabled Veteran or Vietnam Era Veteran
*Amendment to Title IX of the Education Amendments of 1972. The Senate amendment amends Section 901 (a) of the Education Amendments of 1972 (Public Law 92-318,86 Stat.373), relating to the prohibition of sex discrimination to provide that Section 901 shall not apply to membership practices of:
     1. certain social fraternities and social sororities consisting primarily of students in attendance at an institution of higher education; and
      2. voluntary youth service organizations including the YMCA, the YWCA, Girl Scouts, Campfire girls and Boy Scouts, the membership of which traditionally has been limited to persons of one sex and to persons 19 years of age or less. ARTICLE V
OFFICERS OF THE ORGANIZATION

SECTION 1: The elected officers of this organization shall be President, Vice-President, Secretary,

Treasurer and Sergeant at Arms.

SECTION 2: Term of office shall be 3 terms per seat (Fall, Winter, Spring)

SECTION 3: It shall be the duty of the President to appoint committees, sign papers, set meetings, preside at all meetings, and represent the club.

SECTION 4: It shall be the duty of the Vice-President to assist the President in any way possible and signing papers.

SECTION 5: It shall be the duty of the Secretary to assist the President and Vice-President, take minutes, and distribute agendas for meetings. It shall be the duty of the Treasurer to manage the club’s financial endeavors and to seek the appropriate signatures needed to complete any monetary transactions, collect dues from all members, and present a financial report at all meetings. It shall be the duty of the Sergeant at Arms to restore and maintain order, be the facilitator and keep the meeting flowing smoothly.

SECTION 6: Termination and removal procedures for officers: An officer may be removed by two-thirds vote of the existing club members or as a result of a review by another officer and two club members regarding performance that negatively affect the club. ARTICLE VI
ELECTIONS

SECTION 1: The election of new officers shall be held during the end of Spring term. In case of a resignation of an officer or a vacancy in any of the offices during the year, a special meeting will be called to vote on a replacement.

SECTION 2: Method of nomination and voting shall be done by secret ballot.

SECTION 3: All active members, students attending Eastern Oregon State College, will be allowed to vote. Non-active members cannot vote. ARTICLE VII
EXECUTIVE COUNCIL (optional)

SECTION 1: Will amend constitution for this article when the need arises. ARTICLE VIII
COMMITTEES (optional)

SECTION 1:
Food Committee
--Set menu, purchase and preparation of food and set-up of area in coordination with officers.
Public Relations Committee
--Maintains and handles advertisements of club functions, scheduling and reserving areas for fundraising
Ethics Committee
--Appointed by President and Vice-President to review and decide on termination or reinstatements of club members. Its procedures will be set forth in the by-laws.
Other Committees
--May be created when club members feel they are necessary.

SECTION 2: Committee Chair-Persons are to be appointed by President and Vice-President.  Members of committees are to be done voluntarily. ARTICLE IX
MEETINGS

SECTION 1: Meetings shall be held whenever called by either the President, Vice-President, or when 25% of the voting members of the club submit a petition to the Sergeant at Arms. Meetings shall be announced at least one week in advance and an agenda shall be provided by the club officers.

SECTION 2: Either the President, Vice-President and Advisor may call a special meeting whenever necessary, provided members are notified a day in advance. Notices of meetings will be posted in the Micronesian Office, with additional letters placed in member’s mailboxes, including a notification by phone. ARTICLE X
QUORUM

SECTION 1: A quorum shall consist of the following; President or Vice-President, another officer, and one half of the club’s voting members. ARTICLE XI
FINANCIAL PROVISIONS

SECTION 1: Membership fees shall be $5 per term payable the first month for each term, or $15 payable the first month in the Fall of any year and are to be collected by the Treasurer ONLY.  Signatures allowed for the access of funds from the club account are those of the President, Vice-President, Treasurer, and Advisor. Only one of the Officer’s signatures plus the Advisor’s signature is required for all purchases and reimbursements. ARTICLE XII
AMENDMENTS
SECTION 1: Notice will be given the membership regarding a proposed amendment to the constitution one meeting prior to the actual vote.
SECTION 2: The constitution may be amended by 2/3 majority vote of any quorum.
SECTION 3: Amendments must be approved by the Student Affairs Committee. ARTICLE XIII
ENACTION CLAUSE
SECTION 1: This Constitution shall become effective upon approval by the Student Affairs Committee.
