In December 2004, Eastern Oregon University signed an agreement with the Groupe Sup de Co-Montpellier in France. Established in 1897, the Groupe Sup de Co-Montpellier is part of the Montpellier Chamber of Commerce and Industry, providing state-of-the-art training in business management. Graduates from the institution's various programs average 6000 people per year and the school is a partner with 140 universities in 32 different countries.

Students from either university may participate in the exchange as long as the admission requirements at both institutions are met, including language requirements. Tuition and fees will be paid to the host institution.
Students from the Groupe Sup de Co-Montpellier (GSCM) will pay Oregon resident tuition, transferring to EOU as exchange students at the completion of their second year of study in France. Enrollment as full-time students for the duration of three quarters is required and after completion of the program, a certificate will be issued from EOU, along with a diploma from GSCM.
After receiving their diplomas, GSCM students may reapply to EOU for another year of study to complete their master's degree. Those who successfully complete the graduate program will receive a master's of science in business administration from EOU.
Similarly, eligible EOU students transferring to GSCM as exchange students must have completed their sophomore year of study at the time of application. Allowances may be made for students wishing to transfer who have not yet completed their sophomore year if the students request special permission to participate in the exchange. Registration and full-time status for a period of one to four semesters will be required. Upon completion, EOU students will receive a certificate from GSCM and return to La Grande to continue their studies for another year or more in order finish their baccalaureate degree. Once their degrees are earned, students are then eligible to apply for EOU's MBA program.

The city of Montpellier was founded in 985 and was the home of the first medical school in Europe in the 12th century. Today, the city is often referred to as a European Silicon Valley, with companies such as Dell Computers and IBM moving in. Montpellier is located near the Mediterranean coastline in the Languedoc-Roussillon region of France. Roman archaeological sites, beaches and medieval cities are among the many attractions accessible from Montpellier.
