Meeting Minutes
The
meeting opened at 8:00 a.m. with the following people present:

Welcome and introductions
·
Nancy welcomed
everyone and introduced Michelle Jones.
Michelle is the new school nurse at Cove, Union and North Powder. Michelle will also work two days a week on
the Ford Grant. Selina Shaffer’s
schedule will be changing. She will
also be working on the Ford Grant and as the school nurse for Elgin and Imbler.

Schedule Changes
·
Nancy asked that everyone keep schedule changes to a
minimum
§
Try to schedule time
off when school is not in session.
§
If you must take
unplanned time off, try to cover the hours or make-up time in that school.
§
Communicate with the
schools and Nancy if your schedule changes.
It is best to leave a written message for the Superintendent if you will
not be at the school during your regular scheduled time. If you will be absent because of illness,
you should also contact Sandy Clausen at the School of Nursing (962-3647).

Clinical Policies
·
Vicki distributed
copies of the HNRS Policies and reviewed the new Clinical Policies.
·
Highlights of the
Clinical Policies and discussion:
§
Billable Health Care
Procedures
·
School staff and
community members will be billed for appointments with the School Health Clinic
Nurse Practitioners. (Vicki will draft a letter to all school
staff and faculty.)
·
The prices for
billable procedures will be the same as the Union and Elgin Clinics. A copy of the Union and Elgin Clinics fee
schedule is in the policy manual.
·
The School Health
Center NP or RN is responsible for the money at the school clinics.
·
A receipt should be
made out for any money received. Each
receipt should be stamped with the appropriate clinic stamp. (Receipt books and stamps were distributed.)
·
All money will be
placed in the locking cash box at the school clinic. (Locking boxes were distributed at the meeting.)
·
Monies collected at
the school clinic will be delivered to the HNRS program director or other
appropriate agency by Friday of each week.
·
All money received
must be transported in a locked box/bag.
(Lee will check into getting
locking bags. NOTE: Lee has checked on
these & costs are very high so we’ve decided to forego this
requirement. Please use a ziplock bag
or envelope to transport the money.)
·
Completed billing
forms will be transported at least weekly to the School of Nursing Health
Clinic Office Manager for processing.
·
Currently the Nurse
Practitioners will be the only practitioners billing for services.

Laboratory Quality
Assurance Procedures
·
All on-site
laboratory tests must have the date, patient name and results recorded in the
logbook. (The logbook is included in
the policy manual that was distributed at the meeting.)
·
Any reportable
conditions must be recorded on the “Log of Reportable Conditions” which is kept
with the laboratory test logbook.
·
The logbook must be
locked in the cabinet or file drawer with the student records.
§
Quality Assurance
Review for Patient Care
·
HNRS Client records
are reviewed at least once a year.
·
Mental Health, Family
Resource Center and Health records will be reviewed.
·
Nancy will set a
date for the internal record review sometime in early January.
·
Vicki and Sue will ask the volunteers and student
nurses to organize the current files and create new files. Lee
will order and distribute metal prongs and punches for use in file making at
the school clinics.
§
Melissa suggested
that rules for reporting abuse be included in the policies. Lee mentioned that these rules are included
in the OHSU Clinic Policies. Lee will send a copy of the policy to
Melissa, Vicki and Nancy.
§
Consent for Service
·
There was general
discussion about what procedures (height/weight, vision, hearing) need parental
consent. Nancy will speak with the superintendents about this.
§
December Retreat
·
The next HNRS meeting
will be a retreat at Aylee’s home on
December 9, 2002.
§
Medicaid Administration Training was presented by Lasa Baxter.
§
Building Assets personnel
met following the Med Admin training.
Announcements
and Open Discussion
·
Vicki will
distribute patient registration forms and encounter forms to the schools.
·
Sue will ask for
a secure place to store confidential student information in the Union School
Clinic.
·
Diane mentioned that
Larry Glaze would pay for a cell phone for use at Imbler School. Nancy
will follow-up on this.
