May 31, 2005
Meeting called to Order by Matt Cooper, Assembly Chair, at 3:15 PM.
Approval of Minutes – The minutes of the May 3 and May 5, 2005 Assemblies were approved as posted to the Assembly web site.
President’s Update –
- The construction of the new residence hall is on schedule and expected to be finished in October 2005.
- President Fatemi thanked those individuals involved in the development of the Sexual Harassment and Consensual Relationship policies. The documents were give to the Chancellor’s office within the timeframe requested and will be presented at the next State Board of Higher Education meeting. He noted that the policies submitted by each OUS institution were very different and there may be a need to adopt a single policy for all seven institutions.
- EOU had 25 individuals travel to Salem on May 24th to participate in the Regional Universities Day. President Fatemi thanked those involved and felt the day was productive, sending a strong message of support to those involved in the development of the budget.
- President Fatemi provided a summary of the budget for next biennium. EOU will not be expecting capital funds for new construction of buildings. Approximately $3 million for deferred maintenance funds will be received for the central heating unit. There is a possibility for additional $4 million for renovation of Inlow Hall if tier three project proposals are funded. If those funds are received, Inlow Hall will need to be vacated during the project. At this point, the operating budget includes a 2% increase over the current budget, but is still 2% less than the projected operating costs. There is a possibility of a new FTE funding model that, if approved, could resolve the operating cost shortfall. President Fatemi said that he is still expecting the funds for salary increases.
- A public forum was held regarding the bodies in the basement of Inlow. The consensus of those involved was to leave the remains where they are, cover them with materials to ensure no further damage occurs, and memorialize them with a plaque acknowledging the cemetery history. The next public forum regarding this issue is scheduled for June 6th.
Provost’s Update –
- Provost Miller announced they received a favorable response from the Chancellor’s office regarding the Sexual Harassment and Consensual Relationship policies. EOU was the only institution to revise and create new policies rather than just review or submit existing documents.
- Rosemary Powers, Jeff Johnson and Anna Maria Dill provided an update on the Shared Governance Committee. They reported there is still interest amongst the faculty in the development of a faculty senate, with a variety of structure ideas. The inclusion of campus constituency groups in decisions regarding academic issues is also being addressed so that all those involved have a voice in the process. A university senate, in addition to a faculty senate, may be proposed. Discussions thus far have been optimistic and it was noted this may be an opportunity for administrative faculty to have a greater voice in decisions. Faculty, staff, and students are encouraged to share ideas with the committee throughout the summer. Recommendations from the Shared Governance Committee on the structure and representation will be shared during next fall term.
- EOU is expecting the collective bargaining agreement with the faculty to be finalized during the State Board meeting this week.
- Provost Miller thanked those involved in the Focused Interim Accreditation Report. Dr. Sarah Witte has served as EOU’s Accreditation Liaison Officer for the past two and half years and has provided strong leadership to those involved. The Accreditation Ten-Year Visit will occur during 2008. Information regarding the report will be shared via EOU’s Infoline list serve.
- Provost Miller reminded assembly members that two institutes, Assessment and Diversity, will be available the week before fall term begins. He encouraged faculty to participate and announced the application deadline is next week.
- Commencement will be coordinated through the Provost’s office this year. Further details on the event will be posted to the web.
- The final candidate for the Institutional Research position visited campus last Friday. Provost Miller hopes to share the decision regarding that search by the end of this week. The final candidate for the Dean of Arts & Sciences position is on campus today. Provost Miller expects to have a timeline this week for the campus visits of candidates for the Office of Research and Grants position. Candidates for the Director of Computing & Telecommunication Services as well as the International Programs & Studies positions are expected on campus during June. Annette Johnson has been hired as the new Director of Grants for the Office of Grants & Sponsored Programs. She will begin her position on June 15, 2005.

Action Items
- Academic Honesty Policy Proposal & Recommendation for Re-Examining Evaluation of Teaching at EOU – Brian Sather presented a proposed revision to the Academic Honesty policy, a revised report form, and a flowchart for this process. This proposal was previously shared with the colleges. A motion was made and seconded to approve the revised Academic Honesty policy as presented. Discussion amongst assembly members included privacy issues for the student, a recommendation to add a selection on the report form for faculty to assign a course grade of F, and due process issues. Assembly members suggested amending the proposal by deleting a sentence in paragraph two of the Procedures section. (Delete: Hearing procedures will be implemented upon the second report as outlined in the Student Code of Conduct.) Motion to approve the revised Academic Honesty Policy with the suggested amendment passed. Brian Sather read the following statement developed by the Academic Standards Committee:
Recommendation for Re-examining Evaluation of Teaching at EOU
The Academic Standards Committee recently discussed the evaluation of teaching methods at Eastern Oregon University. We strongly feel the current process is flawed and needs to be revamped. However, this task is beyond the scope of this committee so we suggest the appointment of an appropriate authority to oversee a re-examination of the teaching evaluation process. We recommend focusing on the following areas:
- Evaluation instruments: student survey of teaching
- Peer and dean observation of teaching
- Protocols for evaluations and handling of instruments
- More objective criteria for and processes of evaluation
- Utilizing components of effective assessment models at other universities
- Frequency of evaluation
- Consistency and integration related to distance education teaching evaluation
- 2005/06 Committee Elections and Appointment – Matt Cooper presented the results of the online election and list of 2005/2006 Elected Committees. (Please see Assembly web site for Committee Lists) Nominations for filling a one-year Arts & Sciences Representative position to the Executive Committee were received. Matt Cooper was nominated and elected by acclimation. Matt Cooper presented a list of individuals appointed by the Executive Committee to the 2005/2006 Standing Committees. (Please see Assembly web site for Committee Lists) A motion was made and seconded to approve the appointments to the Standing Committees as presented. Motion passed.

Discussion Items
- Athletic Committee – Revised Proposal for Constitution Amendment – Jeff Dense and Rob Cashell presented a revised proposal amendment to the Athletic Committee’s description in EOU Constitution, Bylaws, Article 1, Section 6. (See details at Assembly web site for Proposed edits of the EOU Constitution, Bylaws, Article I, Section 6.) This proposal was presented at the May 3rd, 2005 Campus Assembly meeting, but revised prior to an online vote. The revision was to the following bulleted item: “Review all team schedules to ensure compliance with applicable University policies.” This document was displayed and announced via EOU’s Infoline list serve on May 19, 2005. As outlined in the EOU Constitution (Section XII. Amending), this document will be made available to the Assembly members at the Assembly web site for at least two weeks prior to a vote. Online voting for this amendment will take place beginning June 2nd, 2005.

- Feedback on Add/Drop Policy Changes – Brian Sather asked for feedback regarding the Add/Drop policy instituted this academic year. He asked assembly members to e-mail Academic Standards Committee members with the comments regarding this new policy. - Faculty Athletic Representative & Assessment – Jeff Dense reported the graduation/retention rates for student athletes and a comparison of student GPAs.

- New Assembly Web Page– Matt Cooper presented a new web page for the Assembly web site. Sharon Nelson, Assembly Secretary, created a yearly index of action and discussion items, with links to the appropriate Assembly minutes. (See Yearly Index web page.) The Assembly web site will be modified to conform with EOU’s current template designs.
- OTM Ad Hoc Committee - Jeff Johnson requested an update from the Executive Committee regarding the status of the Oregon Transfer Module (OTM) ad hoc committee. Matt Cooper informed assembly members that the Executive Committee has discussed the formation of this ad hoc committee. The Committee was advised by Provost Miller to wait until receiving confirmation of a vote of approval by state legislators on the OTM proposal before making appointments.
For The Good of the Order –
- Greg Monahan encouraged faculty members to sign up for the Faculty Recognition Dinner. He also commended Matt Cooper for his role as Assembly Chair.
- Jeff Dense encouraged assembly members to submit proposals for Assessment Institute.
- Carol Lauritzen invited assembly members to a musical presentation on Sunday, June 5th at the Methodist Church. Donation accepted with proceeds going to the Julie Geraci scholarship fund.
- Rosemary Powers announced the 3-Rivers-Race on June 4th. The Women’s Research and Resource Center will have a team participating in this fund raising event and are seeking donations. Proceeds go to the Shelter From the Storm.
- Matt Cooper thanked Gibb Pollard for his assistance with the AV set-up for Assembly meetings, Shea Hawes for assistance with the Online Voting process, Anna Cavinato for her role as Assembly Vice-Chair, Doug Briney for his role as Parliamentarian, and Sharon Nelson for her role as Assembly Secretary.
