Minutes
April 5, 2005
Meeting called to Order by Matt Cooper, Assembly Chair, at 3:15 PM.
Approval of Minutes – The minutes of the March 1, 2005 Assembly were approved as posted to the Assembly web site.
Campus Assembly Schedule – Matt Cooper announced that in an effort to comply with the Finals Week policy, the Executive Committee is moving the June Assembly ahead one week to May 31st.
President’s Update –
- President Fatemi thanked Assembly members for organizing and participating in his Inauguration Ceremony.
- The new student housing construction project is progressing close to schedule and projected budget.
- President Fatemi announced the Chancellor’s office granted funds to EOU for some deferred maintenance projects in Inlow Hall.
- A public forum was held in Huber Auditorium last week regarding the human remains found in the crawl space of Inlow Hall. President Fatemi informed assembly members that they are very close to a consensus on how to proceed and will consult with the OUS legal representatives and the Chancellor’s office. The City of La Grande has agreed to help with placing a memorial signage on the campus.
- President Fatemi informed the assembly on the progress toward the State budget. The co-chairs of the House developed two separate proposed budgets and have agreed to a cap of $12,393,000,000. This amount is $33 million more than Governor Kulongoski’s proposed budget. Legislative or administrative funding of EOCCC does not appear likely.
- President Fatemi presented the following Faculty Service Fellows Awards, recognizing faculty involved in programs that encourage student community service. - Linda Jerofke - recognized for the “Haven from Hunger” project
- Tonia St. Germain – recognized for the student athletes violence prevention program
- Jessica Plattner – recognized for community mural projects
- Susan Whitelock – recognized for college awareness and readiness efforts with high school students
Provost’s Update –
- The Shared Governance Committee members include Provost Miller, Helen Moore, Jeff Johnson, Dan Mielke, Steve Clements, Beth Upshaw, David Komito, Rosemary Powers, Grady Goodall, Michael Jaeger, Doug Briney, Ruth Davenport, Anna Maria Dill, John Thurber, and John Galliano. Provost Miller informed the assembly members that this committee had a good discussion session during their last meeting and will meet again next week.
- The ad hoc committee formed to review EOU’s policies regarding sexual harassment and consensual relations met last week. Committee members include Provost Miller, Sarah Witte, Dan Mielke, Marianne Weaver, Ben Calhoun, Jessie Simmers, Jackie Grant, Jessica Plattner, Mary Brock, and Irene Jerome. The proposals developed by this committee will be presented to constituent groups on campus in the next two weeks. A final proposal will be presented at the May Campus Assembly meeting and the May State Board meeting.
- Provost Miller announced the searches for the Dean of DDE and the Director of Pierce Library are in their final stages. Ongoing position searches include Institutional Research, Director of Computing & Telecommunications, Director of Grants & Sponsored Programs, Dean of Arts & Sciences, and the Director of International Studies & Programs. Provost Miller asked assembly members contact him if they are willing to serve on these search committees.
- Provost Miller reminded faculty members to confirm acceptance or submit revised proposals for Faculty Summer Stipends.
Action Items
- Committee Election & Appointment – Matt Cooper informed the assembly of the need to fill two positions on committees vacated by Elizabeth Boretz. The Executive Committee appointed Ken Wheeler to the Student Affairs Committee for the remainder of this academic year. A call for nominations from Arts & Sciences to the Assembly Personnel Committee was made. The term for this position will conclude June 2006. Rosemary Powers was nominated, seconded and elected by acclamation.

- GEOL 320 – Earth Materials – Change in course number and title to GEOL 311 – Mineralogy. A motion was made and seconded to approve the new course as presented. Motion passed.
- Request for New Course – These courses are offered on a three-year rotating basis. A motion was made and seconded to approve the new courses as presented. Motion passed.

- Informational Item – Dan Mielke informed the assembly that OUS did not give final approval of the new physical education degrees previously presented at Assembly. Alternatively, OUS did approve a revised proposal for a BA/BS degree in Physical Activity and Health, which includes three concentration areas. Details on the approved degree program will be available on the program web site.
Discussion Items
- EOU Constitution Housekeeping Updates – Matt Cooper presented the housekeeping edits to the EOU Constitution as submitted by the Executive Committee. The edits included the amendments previously passed by the Assembly for the Diversity Committee, the Housekeeping Clause, and the Student Affairs Committee. Housekeeping items included using Oregon University System instead of Oregon State System of Higher Education, Administrative Faculty instead of Administrative-support Faculty, updates to position titles and division/department names, and minor typos on the present document. It was noted that the edits in constitution regarding the change from Schools to Colleges has not yet been completed. Input from the Shared Governance Committee will be sought as the makeup of committee members may be affected. A copy of the previous version of the constitution will be archived in Pierce Library.
- Academic Standards Committee – Brian Sather presented proposed changes to the Academic Standards Committee section of the EOU Constitution. (Details on the proposed amendment can be found at http://www2.eou.edu/assembly/CurrentTopics/0405/ASCBylaws040505.htm) As outlined in the EOU Constitution (Section XII. Amending), this document will be made available to the Assembly members at the Assembly web site for at least two weeks prior to a vote. Online voting for this amendment will take place in April.
Five-minute Access
- Association of Oregon Faculties (AOF) - Greg Monahan gave an overview current AOF issues, including State revenue forecasts, proposed budget items for faculty salaries, and PERS. Administrative and teaching faculty were encouraged to join the AOF.
- Spring Symposium - Jodi Varon announced that 70 student proposals for Spring Symposium were received by the April 4th due date. Students still wishing to participate may contact Jodi directly. Abstracts on the proposals are due by April 25th. Spring Symposium will be held on Tuesday, May 17th. (Details on the Spring Symposium can be found at: http://www.eou.edu/sprsymp/)
- Faculty Athletics Representative (FAR) & Assessment –
- Jeff Dense provided an overview of legislative actions at the NAIA national convention during March. Information on degree programs declared as majors by student athletes was shared. Assembly members should contact Jeff regarding statistics for specific degree programs. In an effort to provide consistency amongst team sports and aid students at an earlier point in the term, Student Progress Reports will be e-mailed to faculty during the 3rd week of classes. Reports during the 6th week of the term may also continue. The purpose of the report is to increase the graduation rate of student athletes at EOU. Assembly members were encouraged to e-mail suggestions on this process to Jeff.
- Jeff Dense announced that 55 faculty members have completed the Faculty Survey of Student Engagement. Jeff noted he has discovered a few incorrect e-mail addresses on the list of participants originally submitted. The addresses were updated and a follow-up e-mail message would be sent to those individuals. Faculty were encouraged to complete the survey.
- Celebrating 100 Years of Forestry – Penny Diebel invited assembly members to attend presentations on campus by Dr. Char Miller on April 18th as part of a road tour commemorating the 100th anniversary of the US Forest Service. The USFS and EOU’s Ag/Range Club have sponsored this event. EOU faculty members were invited to attend a reception for Dr. Miller from 1:30 – 3:30 p.m. April 18th. Dr. Miller’s lecture will be presented at 7:00 p.m. that evening and is open to the public. A book signing with refreshments will follow the lecture. Penny thanked the ASEOU for funds to help support this event.
For The Good of the Order –
- April Curtis invited assembly members to the EOU Theatre presentation of Medea. Performances will be on April 14, 15,16, 21, 22 and 23. Actors wear masks during the entire performance and will deal with issues surrounding family, gender, and Greek families.
- Anna, student senator and chair of the ASEOU Elections Committee, asked for faculty assistance in encouraging students to run for election. The deadline for nominations for next academic year’s positions for Senators and President of the ASEOU is April 13th.
