Minutes
March 1, 2005
Meeting called to Order by Matt Cooper, Assembly Chair, at 3:15 PM.
Approval of Minutes – The minutes of the February 1, 2005 Assembly were approved as posted to the Assembly web site.
President’s Update – Matt Cooper announced that President Fatemi was unable to attend as he was called to Salem for legislative meetings.
Provost’s Update –
- Provost John Miller reminded assembly members that the Inauguration of President Fatemi is next week. He invited EOU staff and faculty to participate. Alumni and guests from the community will also be attending.
- Grady Goodall gave an overview of the events planned for President Fatemi’s Inauguration. (Details on Inauguration events can be found at: http://www.eou.edu/ua/news/03_03_05_Inauguration.htm)
- Provost Miller informed the assembly that Governor Kulongoski sent a letter to OUS with a direct order to review institutional policies and procedures on sexual harassment for both students and faculty. A report is due back to the Chancellor by May 10th. The report will include EOU’s practices on the faculty and student policies. It is EOU’s intent to provide a safe and secure environment for students, faculty and staff. Provost Miller stated that he began working on this issue with Sheldon Nord, Sarah Witte, and EOU’s Human Resources Department. He recently met with the Executive Committee for suggestions on inclusion of campus personnel in this review. It was suggested he contact the chairs from the Administrative Faculty Personnel, Assembly Personnel, and Diversity committees as well as the President’s Commission on the Status of Women for recommendations. This group will gather information from other institutions on their sexual harassment policies.
- The Shared Governance Committee met for the first time last week. They reviewed background information on EOU’s governance and compared it with other institutions. President Fatemi will meet with this committee next week to share his vision of shared governance.
- Provost Miller announced a number of WPE’s still need read and scored. He requested assistance from assembly members in completing this process.
- The Spring Symposium will take place on EOU’s campus in the near future. Provost Miller invited faculty to encourage student to participate in this event. (Please see Spring Symposium web site for further details.)
- Lee Lindsay announced that Marv Wigle, VP for Business, Finance & Facilities, was recuperating from his recent medical emergency and is in good spirits.
- Provost Miller announced that the search for the Dean of Arts & Sciences position was ongoing.
Triennial Reviews Committee– Matt Cooper announced the following individuals have volunteered as members of this new committee. Sandra Ellston (A&S); Sarah Witte (Dean); Mary Koza (Admin. Faculty); Abby Lee (DDE); and Tonya St. Germain (Resource Faculty). He noted that KC Holder would continue to seek a volunteer from the College of Education and College of Business. The committee will begin meeting in the near future.

- Administrative Faculty Personnel Committee – Matt Cooper announced the Administrative Faculty Personnel Committee recently held an election. The members are: Marianne Weaver (through end of this year); Colleen Cascio, Chair (through end of this year); Les Balsiger (through end of this year - replacement for Stacy Blackman); Sam Eggert (2 year appointment); Linda Fratzke (2 year appointment); Heather Stanhope (2 year appointment).

- University Restrictions on “Double-Dipping” – Colleen Johnson presented the following statement developed by EPCC. “There is no University-wide policy prohibiting the double use of courses. Programs may or may not allow “double-dipping” between their major and a second major, between their major and a minor, between their minor and a major, or between their minor and a second minor.” A motion was made and seconded to approve the Policy statement as presented. Motion passed.
- University Major and Minor Residency Requirement – Colleen Johnson presented the following statement developed by EPCC. “All EOU minors require a minimum of 10 EOU credits in the minor; all EOU majors require a minimum of 20 EOU credits, at least 10 of which must be upper division, in the major.” A motion was made and seconded to approve the Policy statement as presented. Motion passed.
- Policy on Selected Topics Courses (X10) – Colleen Johnson presented the following statement developed by EPCC. “A Selected Topics course is, by definition, an experimental course to be offered a limited number of times. In general, a Selected Topics course may be offered for up to 2 years, after which the program faculty must fill out an EPCC New Course Request form to add the course to the permanent curriculum. The request must then be approved by the Division (if appropriate), College, EPCC and Assembly. A Selected Topics course with a specific discipline prefix (e.g., MATH, PHIL) does not need formal approval and is usually determined by the program faculty within program considerations. A Selected Topics course with a prefix that is not specific to one discipline (i.e., HUM, SSCI, SCI) must have the Dean’s approval prior to listing the course in the schedule or offering the course. The Dean will then have the course reviewed by the appropriate program faculty or Division. Requests for General Education credit for Selected Topics courses must follow the same procedures as for all courses.” A motion was made and seconded to approve the Policy statement as presented. Motion passed.
Discussion Items
- Quorum Constitutional Amendment Vote Results – Matt Cooper announced the results of the online vote. Amendment did not pass: 38 in favor, 30 opposed.
- Diversity Committee – Discussion item tabled until next assembly meeting.
Five-minute Access
- Association of Oregon Faculties (AOF) - Greg Monahan gave an overview of the process AOF representatives follow when reviewing proposed legislative bills. He highlighted bills that are being closely followed as they proceed through the legislative hearings. Administrative and teaching faculties were encouraged to join the AOF.
- Spring Symposium - Jodi Varon announced that student proposals for Spring Symposium are due on April 4th. Proposal forms can be found at: http://www.eou.edu/sprsymp/. Jodi requested assistance from faculty in reviewing the proposal for quality prior to signing off on them. Spring Symposium will be held on Tuesday, May 17th.
- Faculty Athletics Representative (FAR) – Jeff Dense announced that he, Rob Cashell, and President Fatemi would attend the national convention for the NAIA during March. EOU has written a legislative proposal regarding graduate level student athletes participating in sports programs. Jeff invited assembly members to contact him via e-mail with any comments and questions.
- International Women’s Week and Student Writer’s Workshop – Nancy Knowles provided an overview of events taking place on campus during the International Women’s Week. Nancy also announced that the Student Writer’s Workshop would take place on campus Saturday, March 12th. She is anticipating 150 students from grades three through eight to participate.
- President’s Commission on the Status of Women – Anna Cavinato presented information on the membership and goals for this committee. (Please see the Assembly Web Site for the PowerPoint presentation.) Anna also reminded assembly members of the Italian tradition of wearing flower pins on International Women’s Day, March 8th. Pins may be picked up at events schedule throughout the week. Awards for Women of Vision and Courage will be presented on March 8th, beginning at 3:30 p.m. in Loso Hall.
- Athletic Department Update - Rob Cashell provided an update on EOU student participants in winter and spring sports. Rob also noted President Fatemi’s announcement regarding the reopening of the EOU pool. Rob is working with Mike Rhodes on getting the facility filled, heated, and staffed. Target date for opening the pool for use is the first day of spring term.
- NAIA’s National Tournament for Indoor Track & Field:
- Emily Booth, freshman, competing in the high jump
- Talon Jayo, freshman, competing in the 55-meter dash
- Adam Cooper, junior, competing in the 35 lb. weight throw
- Nat Hendricks, sophomore, competing in the 1000-meter run
- Ian Schroeder, senior, competing in the 1000-meter run
- Dirk Bortz, senior, competing in the 35 lb. weight throw
- Shawn Trimble, senior, competing in his final collegiate event for pole vault
- Cascade Conference NAIA Basketball Awards:
- Chad Fairbanks, Honorable Mention All-Conference Team
- Mark Carollo, All-Freshman Team and runner up for Freshman of the Year
- Jamie Jo Cant, All-Conference Team and runner up for Player of the Year
- Heidi Horoboiwski, All-Conference Team
- Christie Weaver, All-Conference Team
- Vanessa Shelton, Honorable Mention All-Conference Team
- EOU’s baseball team had a victory the prior week over third ranked Lewis-Clark State team.
- EOU’s softball team will be practicing and competing at Pioneer Park this season due to the new dorm construction. Construction on a new softball field on campus will start later this spring.
- Rodeo team competition begins next week in Walla Walla, Washington and both men and women’s teams are currently ranked 5th in the region.
- Outdoor Track & Field begins next weekend.
- EOU Mini-Conference – Rob Davis provided material on the 3rd EOU Mini-Conference taking place on April 21st. The focus of this event will be working in partnership with the community. (Please see Assembly Web site for the handout.) EOU Students, staff, faculty, and administrators are encouraged to participate.
For The Good of the Order –
- Colleen Johnson announced a delegation from Croatia would visit La Grande and EOU’s campus on March 2nd. An informational presentation is scheduled on campus at 4 p.m. in Hoke 309.
- Rosemary Powers informed assembly members that as part of the efforts for the Women’s Research and Resource Center (WRRC) to become independent, they have been permitted to take over the American Association of University Women’s (AAUW) annual book sale. This event will take place the third week of April. Rosemary asked assembly members for donations of books.
- Jeff Dense announced the EOU would be participating in the Faculty Survey for Student Engagement and the National Survey for Student Engagement in the spring. All faculty members will be receiving an e-mail encouraging participation. A representative sampling of senior and freshman students will be asked to participate.
