Meeting called
to Order by Matt Cooper, Assembly Chair, at 3:15 PM.
Approval
of Minutes – The minutes of the
December 7, 2004 Assembly were approved as posted to the Assembly web site.
Provost’s
Update –
- Provost
John Miller provided an update on several Academic Affairs position searches.
Marianne Salcedo has been named as the new director for the Office of Grants
and Sponsored Programs. The final candidate for the Dean of Arts & Sciences
position is current visiting EOU’s campus. The Pierce Library Director search
is closed and the committee will begin reviewing the applications. The Institutional
Research position is closed and the committee is in the process of inviting
candidates to campus. The Director of Computing and Telecommunications position
is closed and phone interviews are being conducted. The Dean of the Division
of Distance Education position is closed and the committee is conducting telephone
interviews and reference checks.
- A
letter of agreement was signed approximately one year ago during the faculty
union negotiations regarding a review and possible new formation of shared
governance. Provost Miller recently met with the Executive Committee and
requested a representative ad hoc committee be formed for this review. Provost
Miller has targeted the April or May Assembly meetings for a shared governance
proposal to be presented by the new committee.
- An
announcement regarding the awards for the Faculty Scholar Sabbaticals will
be forthcoming in the next few days.
- Provost
Miller announced the following list of individuals have been recommended by
the Executive Committee and will receive the Emeritus Service Awards. Peggy
Anderson, Burr Betts, Denny Swanger, Tom Dimond, Bob Larison, Ralph Lewis,
Shapur Shabazi, Ken Smith, Dixie Lund, Joe Hart, and Sue Daniel.
Shared
Governance Ad Hoc Committee – Matt
Cooper announced the vacancies still needing to be filled on the new ad hoc
committee and requested those interested to contact him via e-mail.

- Academic
Standards Committee – Matt Cooper
announced that Doug Briney was appointed to the committee as a replacement
for Kristen Oja. Jackie Grant has been named as the Presidential Appointee
to the committee.
- Interinstitutional
Faculty Senate – Oregon Transfer Module (OTM) – Steve
Tanner presented information on the proposed Oregon Transfer Module. It
is a scaled-down version of the current AAOT, constructed to address some
of the difficulties students are having with transferring general education
courses. Student will be able to complete it within one year and is transferable
within all public Community Colleges and Universities in the State of Oregon.
The OTM will include 45 credits as a foundation and allow each students
to finish general education requirements specific to each institution. The
courses include those that are already offered at all the institutions as
part of their general education curriculum. The Interinstitutional Faculty
Senate and the Joint Boards Articulation Commission support this proposal.
Provost Miller added that state legislators are very interested in seeing
this type of proposal move forward. As
an alternative, there are two legislative bills that have been drafted and
submitted to mandate common course numbering throughout Oregon institutions.
Work would continue during 2007/09 on the course outcomes of the OTM to
further ease transfers. He further noted that all other OUS Institutions
have approved this proposal. Steve Tanner added that this proposal is a
faculty-driven solution that will allow all the OUS institutions to maintain
their individuality with regard to general education. Provost Miller noted
that registrars from Oregon institutions have schedule a series of meetings
in the coming weeks to continue discussions on the OTM.
A motion was made and seconded to approve the OTM as presented.
Motion passed. A second motion was made and
seconded to have the Executive Committee form an ad hoc committee to begin
discussions on how to implement the OTM at EOU. Motion passed.

Affairs Committee Constitutional Amendment Vote Results –
Matt Cooper announced the results of the online vote. Amendment passed:
95 in favor, 7 opposed.
- Triennial
Reviews – Matt Cooper announced
the vacancies still needing to be filled on the Triennial Reviews ad hoc committee
and requested those interested to contact him via e-mail.
- Executive
Committee – Proposed Constitutional Amendment
– Matt Cooper presented for the Executive
Committee proposed changes to the Quorum section of the EOU Constitution.
(Please see Assembly
web site for current and proposed versions of this document.) As outlined
in the EOU Constitution (Section XII. Amending), this document will be made
available to the Assembly members at the Assembly web site for at least two
weeks prior to a vote. Online voting for this amendment will take place
in February.

- Faculty
Athletics Representative (FAR)
– Jeff Dense gave a report on the academic performance of student athletes
during fall term 2004. The male student athlete’s average GPA was 2.56 and
non-athlete male students averaged 2.99. The female student athlete’s average
GPA was 3.16 and non-athlete female students averaged 3.20. EOU’s women’s
basketball team averaged 3.48 and 41% of team members were on the Dean’s List.
Jeff asked for faculty assistance in filling out and returning mid-term
progress reports.

The Good of the Order –
- Nancy
Knowles announced that the first week of March is National Women’s Week.
Events are planned and information will be provided in the near future.
- Jeff
Dense announced that February is Black History Month and KEOL will present
a tribute on Feb. 2nd.
- EOU
Art Alumni exhibition will open on Feb. 12 th in the Nightingale Art Gallery.
- Jackie
Grant announced presentations on campus Feb. 9th & 10th in honor of Black
History Month.
- Regina
Braker invited assembly members to the Feb. 23rd performance of the symphony
and the Chamber Concert, featuring the Columbia Trio is performing Feb. 12th.
- Jill
Gibian announced that the EOU’s President’s
Commission on the Status of Women (PCSW) is currently seeking nominations
for the Women of Courage and Vision Awards. Student on and off campus are
also eligible for this nomination. Further information will be forthcoming.
- Curt
Whittaker provided information regarding scheduled Blackboard workshops and
a “brown bag” lunch presented by the Center for Teaching, Learning, and Assessment.
Additional workshops on PowerPoint will be announced in the near future.
