February 3, 2004
1. Meeting called to Order
a. Minutes of December meeting not available. Will approve at next Assembly.
b. Assembly Audio broadcast over Web.
2. President's Update
a. 4th week enrollment - Enrollment up from last year, last year's total 3192, this year 3251. Admitted students 2884 last year, 2920 this year, up 1.25%. FTE 2335 last year, 2309 this year, down 1.2%.
b. Enrollment Management Consultants - Are returning Thursday and Friday of next week.
c. State Board - As well as changes in membership of the State Board, there are
changes to the meeting schedule. Meetings are now the first week of the month. The Board will be meeting at Eastern in May, at which time Eastern will give its presentation.
d. Budget Update - If Measure 30 fails, minimum cuts would be $364,000, to as high as $665,000 in cuts at Eastern. Expect some clarification after February 3, 2004, election. Still a lot of uncertainty regarding special sessions, etc, if the measure doesn't pass. We should know what the impact to Eastern will be by the end of March or the first part of April. We are looking closely at closing the pool, which could save around $120,000. The presidents of the four smaller universities are meeting Thursday, to discuss creating a "common voice" for the smaller schools to present to the Board. The budget model, which works better for the larger schools, affects the smaller schools adversely.
e. NAIA Affiliation - The single affiliation with NAIA will allow athletic scholarships to be given. This should help increase enrollment and help our students. Academic standards will go hand in glove with athletic scholarships.
f. Student Athletes - Dr. Lund reported that Eastern student athletes do very well academically. Our female athletes have higher GPA's than non-athletes, male athletes only slightly lower than non-athletes.
g . Dr. Fatemi's schedule - Dr. Fatemi will be here this weekend, and all next week. He will attend the Wallowa County Chamber of Commerce banquet this weekend, and will spend four-hour blocks of time with the schools and the VP areas next week.
h. ODS Dental Hygiene program- We are still on track for the first group of students to begin fall of 2005. Dr. Lund is working on the prerequisites for the program.
i. Thank yous - Dr. Lund thanked Kris Olson and Tonya Evans for their hard work getting WPE readers organized, and to all the people who read the WPEs. She also thanked the Financial Aid staff that has helped in the transition in the change in the tuition plateau for scholarship recipients.
j. Congratulations - Dr. Lund congratulated Dr. Shabazi on his BBC broadcast. Dr. Lund also congratulated the EOU women and men's basketball teams on their success, as well as Peter Wordelman. The choir will be going to Ecuador, with the help from the US Embassy's $4000 grant.
k. Reminders - Dr. Lund reminded everyone to vote in the February 3rd election. She also mentioned nominations for merit. Nominations must be to the VP's by the 15th, an announcement will be made at the next Assembly. With the freeze on salary, merit awards will be in the form of professional development, travel, or purchase of equipment. The award must be used by June 30th, hopefully encumbered by May 1, 2004. Dr. Lund reminded everyone that EOU is hosting the FBLA students tomorrow. There will be 500 high school students on campus for the event. Some classes were cancelled to facilitate the competition. Dr. Lund thanked the displaced faculty for their cooperation.
3. Provost's Update
a. Title III Grant - EOU is applying for a $1.6 million grant, which would extend over five years. He acknowledged Angi Duchi, Tom Hofheinz, Joe Hart, and Jeff Dense for their efforts.
b. University Center Grant - Eastern Oregon University has negotiated for this grant to return to Eastern. They're working with Eastern Oregon Rural Alliance searching for a Director.
c. AACU Conference - John Miller, Anne Patterson, Rob Davis, Jackie Shaw, Bill Grigsby, Tom Hofheinz, Sarah Witte and Aby Kaupang attended the conference. Dr. Miller was able to visit with some congress people. Eastern's Cornerstone Project generated interest with other institutions.
d. Faculty Scholars - Proposal deadline is February 13, 2004
e. OHSU Collaboration - OHSU is bringing in a candidate to collaborate with Eastern, the OSU Ag program, and ODFW.
f. Thank you - Dr. Miller thanked Nancy Knowles for her hard work with the WPE.
4. Action Items

Motions were made and seconded to approve the following course
additions and title changes:
i. Drop Music 340 Electronic Music II (2) Core
ii Add MM 310 Digital Audio Production (3) Core
iii. Move MM 252 Intro to Web Authoring (3) into required core
iv. Move CS 161 Foundations of Computer Science I (4) into electives

b. EPCC - School of Ed & Business
Motions were made and seconded to approve the following course
additions, title and number changes:
i. ED 380L from Core 1 Lab to Primary Core Lab
ii. ED 480L from Core 2 Lab to Elementary Core Lab
iii. SOC 338 from Marriage and the Family to Sociology of Families
iv. PEH 433 Alcohol Use/Misuse and Addiction to PEH 431 to

v. New course: READ 513 Foundations of Middle/High Literacy
Motions passed.
5. Assembly Vote
a. Mission Statement - Rob Davis explained the changes to the Mission Statement.
Motion to approve, seconded. Discussion ensued regarding broader language, amending wording. Motion to amend, with changes, resulting in a second paragraph as follows:
As an educational, cultural and scholarly center, EOU connects the rural regions of Oregon to a wider world.
Motion to approve passed.
b. Proposed Change to Constitution - Nancy Knowles notified Assembly of proposed changes to the Constitution to eliminate student representatives on the school personnel committees for reasons of confidentiality.
6. Five-Minute Access
a. Faculty Center for Teaching, Learning & Assessment - Joe Hart asked for help from the teaching faculty, asking them to take the survey. Results are part of the Title III grant proposal.
b. Faculty Athletic Representative Business - Jeff Dense reported statistics on student athletes' GPA.
c. Spring Symposium News - Kathleen Dahl reported Spring Symposium is May 18, 2004. Proposals are due mid-March, abstracts due April 16, 2004, electronically.
d. University Writing Requirement - Nancy Knowles reminded everyone about the University Writing Requirement pilot happening this term and next. She asked that instructors teaching these courses email their syllabi to her. She also reminded everyone that International Women's Week is the first week of March.
e. Food Drive - Jackie Shaw reminded everyone that the food drive is February 4, 2004 through March 2, 2004.
7. For the Good of the Order
a. President Fatemi name pronunciation - Regina Braker gave a short lesson on how to correctly pronounce Dr. Fatemi's name.
b. Diversity Forum - Jackie Grant announced the Diversity Forum will be February 12, 2004 in Hoke 309.
