A. Evaluate goals from the preceding year and list any accomplishments or
special projects not included in goals.
(Explain how these accomplishments have contributed to the University's attainment
of its strategic planning goals.)
1. To provide program support and library services within allocated funds for 1998-99 -- library operations were maintained and books and materials were purchased within allocated funds. 39 indexes are maintained by the library. Providing library services, books and materials to students, faculty and staff, within the allocated monies requires a high level of attention and monitoring of library operations and expenditures.
Good fiscal management is one component of the library's high standard of excellence.
2. Develop a claiming process for Serials Department -- claiming process for serials was reviewed and revised with a version implemented in February 1999. One-third of the serials collection is now claimed on a weekly basis.
3. To add a seventh shelf, where possible, to journal stacks -- project is two-thirds done. More time was needed than at first planned to allow for the arrival of shelf-end brackets and the need to change out serials shelves that had been placed in the book stacks.
4. To complete an inventory of Serials - this goal was not met. Preliminary planning has started but much work is yet to be done. This goal will be carried forward to 1999-2000.
5. Begin planning for reclassification of journals from alphabetic to Library of Congress call # - literature search has been conducted on pros and cons of such a reclassification. Next to be completed is the inventory of serials which will provide needed numbers to make budget projections of the cost of staff time and supplies needed to relabel all journals. Work will continue into 1999-2000 on this goal.
6. Coordinate final shift for inclusion of History collection to be received from Oregon State Library -- History collection has not yet been received from the Oregon State Library. It is anticipated to arrive in August 1999. Space needs for this collection should be known by the beginning of fall term with plans for a shift, if needed, to be done shortly thereafter.
7. Visit, train and work with Pioneer II libraries to become proficient with Innovative procedures - during the Fall of 1999, I personally visited each Pioneer II library and provided training in adding, deleting and changing their holdings records found in the Pioneer Library System's Online Public Access Catalog.
8. Successfully lead the library during the absence of the Library Director (January 13 through April 30, 1999) -- biased as I may be, the Library continued to operate at its high standard of excellence during the time I spent as Interim Library Director. During that time no additional personnel were hired to help. I must compliment the library staff for working together to maintain service to students, faculty and staff.

Accomplishments or Special Projects not included in goals:
1. Published for the first time: I was approached by the editors of the OLA QUARTERLY to write an article for the Spring 1999 edition.

2. Commendation of Pierce Library by Accreditation Committee: The Library staff are customer oriented and work daily to provide the best resources and assistance to students, faculty, staff and patrons. The commendation received from the Accreditation Committee recognizes that effort and acknowledges the innovative approaches used to meet service needs. As stated in the commendation "Library collections, facilities and services, and access to up-to-date computer technology for students and faculty are excellent for an institution of this size."
3. Main facilitator of the Acquisitions session at the Northwest Innovative User's Group (NWIUG) Conference: I was asked to facilitate the conference session on acquisitions at the NWIUG Conference on November 9, 1998 at St. Martin's College in Lacey, Washington (see Appendix A2 for Conference Program).
4. Off-campus students library coordinator and contact person: effective January 1, 1999 I took over the responsibilities of providing service, programs and instruction to off-campus students. I have enjoyed working the past six months with these students and look forward to becoming even more involved over the next year.
B. Establish goals for the upcoming year and identify which strategic objectives
these goals contribute to.
1. Provide program support and library services within allocated funds for 1999-2000.
2. Complete adding seventh shelf to journal stacks [Fall 1999].
3. Conduct inventory of Serials [Christmas Break 1999].
4. Continue planning and implementing reclassification of journals from alphabetic to Library of Congress call # [Actual project of reclassifying and shifting will be done during the summer 2000].
5. Collaborate with Collection Development Librarian to complete addition of literature and history collections, donated by Oregon State Library, into our collection and plan to shift, if needed [October 1999].
6. Move library statistical records from manual to electronic format [September 1999].
7. Develop for business faculty workshops/training sessions on library services available to them and their students [Work on throughout year].
8. Enhance programs and services for off-campus students [Work on throughout year].
9. Continuing training with Pioneer II libraries on Innovative procedures and EOIN libraries on new resource sharing software/processes [Work on throughout year].

I am directly responsible for the Serials Department of the Library. Employed within this department is one classified employee, John Green, and 9 student employees. John's annual evaluation was completed in January 1999. The following training opportunities were provided: 1) Boise Cascade Online Training, Jan. 12, Inlow Hall; 2) Classified Performance Appraisal Workshop, Feb. 3, Hoke 201; 3) Communication Workshop, February 10, Hoke 201; 4) ART OF LISTENING video, April 6, Lib.114 and 5) Seven Basic Habits of Highly Effective People, April 27, Hoke.
In addition to the classes, workshops, training sessions, John requested the following books be purchased for library personnel to utilize for employee development: 1) ORGANIZING FROM THE INSIDE OUT by Julie Morgenstern, 2) NETSCAPE BEGINNER'S GUIDE TO THE INTERNET, 2nd ed. by Shelley O'Hara, 3) NETSCAPE FOR MACINTOSH by Elizabeth Castro and 4) TEACH YOURSELF COMPUTERS AND THE INTERNET VISUALLY by editors of IDG Books.
D. Leadership and service to campus (e.g., promotion of University mission,
affirmative action goals, strategic planning, outreach, etc.)
1. Promotion of University mission:
a. Student's needs are paramount as I plan my work activity for the day, week, month and year. It is important to me to help them be successful in obtaining information for whatever endeavor they have undertaken. I have always viewed myself as being student-centered which mirrors Eastern's mission of being "an exemplary student-centered institution."

b. I have also be active in meeting Eastern's commitment to the "educational, social, cultural, and economic needs of eastern Oregon." The Library has for years been involved in the library community of eastern Oregon. This past year I was responsible for the coordination and training of personnel of the 17 Pioneer II libraries of the Pioneer Library System. Last fall I visited each of those libraries and worked individually with the librarians and library staff to perfect their maintenance of records in the Pioneer online public access catalog [please note the thank you card from Patty Herron, Union High School Library Media Specialist, Appendix D1b1]. In June I had the opportunity to work with the new staff from Union Public Library [see article enclosed from the OBSERVER, June 26, 1999 Appendix D1b2].
2. Strategic planning:
a. At the University level, I served on Eastern's Strategic Planning Committee [see attached letter, Appendix D2a]. This committee met every Wednesday morning at 7 a.m. for five months and was successful in preparing and receiving campus support of a new University mission and vision. Members of this committee also worked within their departmental areas to craft individual plans that were than coalesced into division plans, and finally to a universal University plan. This plan was presented to the campus community in early June and received a majority vote in support.
b. At the department level, I served as the team leader for the library's strategic planning team. Planning for this effort started in November 1998 and concluded for this year with the final revision and submission of the library's plan in May 1999. This was not a new endeavor for the library as such, but a great deal more detail was requested than had done with the earlier library plans.
3. Outreach:
a. Besides the work with the Pioneer Library System's Pioneer II libraries, as noted in D1b, this past year I have been involved with the Eastern Oregon Library Association's efforts to explore the feasibility of a 10-county library district in eastern Oregon. I worked on the Governance sub-committee which developed a governance structure for the district should it be funded and implemented. Work on this effort, by many library professionals in the region, produced a proposal for grant funding to implement three demonstration projects and to hire a grant writer.
b. The Library was contacted last fall by the Oregon State Library to become involved in a resource sharing project targeted for eastern Oregon. The project title is ORION and the vision is to allow patron initiated borrowing for residents in eastern Oregon. Initially the collections that would be accessible to patrons for this specific service would be the books available in the online public access catalogs of the Pioneer Library System, Southeastern Oregon Library Network and the Umatilla County Special Library District. During Ms. Brown's absence I was the direct contact for this project and continue to set on the team that is responsible for its development and planning. I am also the fiscal manager of the project. [see attached thank you, Appendix D3b]
c. Orbis Council - during the library director's leave of absence I served on the Orbis Council. This council met twice during her absence, once in January 1999 and then in March 1999 for their annual retreat. It is composed of the 13 library directors of the Orbis consortium and the Orbis staff. I was a wonderful opportunity to learn more about the structure and planning necessary to maintain such a dynamic consortium [see attached e- mail thank you from John Helmer, Appendix D3c].
d. Interinstitutional Library Council - during Ms. Brown's leave I also served on this council. It is composed of the library director's of the OUS and from OHSU and Central Oregon Community College. This council met in January 1999
4. Campus Committees:
a. Presidents Transition Team - During the 1998-99 academic year I was involved with this team. We met four or five times and provided insight to President Creighton as to where Eastern had been, where we currently stood and where we might go in the future from an Eastern faculty perspective. [see attached letter, Appendix D4a].
b. Administrative Support Faculty Personnel Committee - Served the first year of a two year term on this committee. The major focus for the committee this year were merit awards and the review and redesign of the annual evaluation process. [see attached thank you e- mail, Appendix D4b]
c. Eastern's Strategic Planning Committee - see above D2a.
5. Campus Activities:
a. Convocation , Sept. 1998 - I attended the ceremony, marching in regalia.
b. Back to School Night, Jan. 4, 1999 - I attended this activity with Gertrude Brown.
c. Phone Campaign, Jan. 1999 - phoned prospective students [see attached thank you, Appendix D5c].
d. Mathematics Modeling Contest, Feb. 1999 - made arrangements for students to have access to library during the entire time of the contest [see attached thank you, Appendix D5d].
e. Casino Nite, Feb. 1999 - dealt cards at this student activity event [see attached thank you, Appendix D5e].
f. Career Day, Mar. 1999 - reserved space in the Library for interviews [see attached thank you, Appendix D5f].

6. Campus Leadership
a. Assistant Library Director, Oct. 1998 - this title change reflects the duty change of being responsible for the library in the absence of the director. One aspect of this position that I thoroughly enjoy is the daily interaction with the students employed in the library. It is an opportunity for me to be a role model for young men and women and to assist them in being successful in their work environment [see attached thank you notes, Appendix D6a].
b. Acting Director of Pierce Library, January 11, 1999 to April 30, 1999 - responsible for the Library during Gertrude Brown's leave of absence [see attached Notice of Appointment, Appendix D6b].

1. Leadership and Service to Community
a. 1998-99 I served as President of Soroptimist International of La Grande (S.I. of La Grande). Under my leadership this organization organized a foundation and filed for 501(c)3 status, which was approved by the Internal Revenue Service. Also created was a member recruitment brochure and the club's policies and procedures were revised to bylaws. While all of this was going on, the club conducted two major fund-raisers, Festival of Trees netting $8,000 and Breakfast in the Park netting $3,200. Community projects supported with these funds were the Shelter From The Storm, Community Connections Kid's Club, Union County Children's Choir, Cove Public Library Children's Corner and a $2,500 EOU Scholarship. It was a very busy year, with approximately 15 hours a week of my personal time dedicated to this organization to ensure a successful year.
b. I am also involved with the La Grande Rural Fire Department Support Team.
