Charter

I.    NAME

The name of this organization shall be the Administrative Faculty of Eastern Oregon University, endorsed by Presidential action on April 9, 2004.

II.    MISSION STATEMENT

As expediters that insure quality programs, the Administrative Faculty seek to maintain, stimulate and encourage the development of the Mission of Eastern Oregon University and the achievement of our students.

III.   AMENDMENT OF THE CHARTER

This Charter may be amended by a majority of the members participating in the voting process.   Proposed amendments of this Charter shall be distributed to all Administrative Faculty members at least seven calendar days prior to voting.   Voting may be held electronically or by paper ballot.

Bylaws

I.   MEMBERSHIP

•  Definition of Administrative Faculty

Administrative Faculty of Eastern Oregon University are defined as all unclassified or non-represented employees of EOU, excluding the President’s Council.   The President’s Council is comprised of the President, Provost and Vice President for Academic Affairs, Vice President for Business and Finance, Vice President for Student Affairs, Dean of Arts and Sciences, Dean of Education and Business, the Dean of Distance Education, and the Assistant Vice President for Advancement .

•  Eligibility

Any member of the EOU Administrative Faculty, with the exception of the President’s Council, is eligible to be appointed or elected to the Administrative Faculty Council of the Administrative Faculty.

II.   PURPOSE OF THE ADMINISTRATIVE FACULTY COUNCIL

  1. The purpose of the Administrative Faculty Council is to represent the ideas and interests of Administrative Faculty to the President, to the Cabinet , and other campus constituencies.   The Administrative Faculty Council will:

•  Be available to serve in an advisory capacity to the President’s Council and other appropriate administrators;

•  Maintain ongoing contact with the Faculty governing body and the Campus Assembly ;

•  Consider appropriate campus-wide issues where the input and/or interest of Administrative Faculty are relevant, and make appropriate recommendations about these issues.

•  Review current and future Eastern Oregon University policies and procedures that pertain to the Administrative Faculty and advise appropriate parties accordingly.

  1. Number of members

The Administrative Faculty Council shall be composed of six (6) members.

  1. Election of Members

The Administrative Faculty members shall elect the six (6) members as set forth in Section IV of these Bylaws.

  1. Term of Service

The standard term of service for elected representatives will be two (2) fiscal years, members serving alternating terms.   A term of service will begin on July 1.

  1. Election of Members

Each spring, a nomination and election process shall be held to fill three (3) of the elected positions on the Administrative Faculty Council.

•  Members may cast votes for up to three (3) candidates to serve as their representatives.

•  Each spring the chair of the Administrative Faculty Council will call for nominations for positions becoming vacant June 30 th of that year.   Informing the current Administrative Faculty Council Chair in writing constitutes a nomination.

•  The Administrative Faculty Council Chair will verify each nominee’s interest in service on the council.   If the nominee agrees to be a candidate, his/her name will be added to the election ballot.

•  During the first week of May, the Administrative Faculty Council will distribute ballots to all Administrative Faculty members.   Ballots will list each candidate’s name, job title, and department.   Elections may be held electronically or by paper ballot.

•  The Administrative Faculty Council will tally the ballots.   In case of a tie, a run-off election will be held.   The Chairperson will notify all Administrative Faculty members of the election results.

•  Ballots will be retained for thirty days then destroyed.

•  Should a vacancy occur for an elected position of the Administrative Faculty Council, the election process will occur to fill the term of the vacancy.

F.   Appointment of a Chairperson and Secretary

•  Appointment of Administrative Faculty Council officers will occur at the first meeting of the fiscal year and be appointed by Administrative Faculty Council members, for one (1) year terms

•  Position descriptions shall be maintained for the Chair and Secretary and will be reviewed by the incoming and outgoing officers.

G. Retention of Records

It is the responsibility of the Administrative Faculty Council officers to retain records of the Administrative Faculty Council in accordance with relevant Oregon Statutes and Administrative Rules.

III.   AMENDMENT OF BYLAWS

These bylaws may be amended by a majority of members participating in the election.   Proposed amendments of these bylaws shall be distributed to all Administrative Faculty members at least seven (7) calendar days prior to the election.   Elections may be held electronically or by paper ballot.
