Rationale:
Eastern Oregon University seeks to assure the high quality in all of its teaching. Further, given limitations on outside activity and related compensation established by the Oregon University System (OUS) for all OUS employees, we require clear guidance on how that OUS policy should be implemented with respect to teaching for Eastern Oregon University on an overload basis. The following policy is an implementation of the limitations of OUS policy on outside activities and related compensation for the area of teaching.
Policy
Overload teaching of Eastern courses by a regular, full-time instructional faculty member may not exceed one fourth of that faculty member's entire teaching load (including overload for purposes of this calculation) when that teaching load is considered over an academic year.
Implementation:
The 25% principle will be administered in terms of salary. The limitation -- a single number applicable in all cases -- will be based upon standardized average EOU salary, appropriately adjusted for the different OPE rates associated with in-load and out-of-load salary. For AY 2001-02, the resulting limitation is $13,500.
We recognize that a single standard, while having the advantage of simplicity, will not be well suited to all cases. Exceptions to the limitation may be made upon recommendation of the appropriate dean and with the approval of the Provost. Grounds for approving exceptions would include situations where average salary figures work to the significant disadvantage of a particular faculty member, perhaps because of unusually high rates of overload compensation. Exceptions may also be approved when, because of critical program needs and an absence of alternatives, an exception is necessary and because of evidence of current high quality teaching (on- and off-campus), such an exception is also appropriate. In this later case, exceptions would be short-term, the expectation being that other programmatic approaches to the critical program need will be developed.
Other Considerations:
This limitation is a maximum based upon the assumption that the faculty member is not engaged in any additional activities that, within the provisions of the policy on "Outside Activities and Related Compensation," would require institutional approval; where such additional outside activities occur, the limitation on overload teaching would be proportionately reduced, considering the amount of professional effort being directed to proposed out-of-load teaching and other outside activities.
All overload teaching within this limitation requires the approval of the appropriate School Dean.
The policy establishes a limitation that is consistent with the provisions of the policies of the Oregon University System on Outside Activities and Related Compensation. The appropriate dean may, and, indeed, must set a lower limit in particular cases where there are concerns that additional commitments would interfere with the full performance of faculty member's institutional responsibilities including teaching, scholarship, service, and outreach.
The policy, as just stated, applies to instructional faculty. In the event that administrative support faculty are involved in teaching for EOU outside their assigned responsibilities and for overload compensation, then they may do so subject to the limitations of the OUS policy on Outside Activities and Related Compensation.
