Concurrent Employment
Consultation or non-University employment with a retainer or fee while employed by Eastern Oregon University is permissible under certain conditions but approval for such outside services and stipulations of such must receive prior approval from the President of the University.
Personal Service or Honorarium Agreements - Public Employees
Payments for honorariums, consultation, and other personal services rendered to any State System institution by any person who is subject to the Public Employees Retirement System (PERS) must be handled as a payroll item. This includes payments made to most State, County, School District, and City employees in the State of Oregon in addition to Oregon University System employees. All such payments are processed through the University Payroll Office. The person receiving the payment is required to sign up on the payroll indicating the number of exemptions for tax purposes and payroll data.
Personal Service agreements - Other
Persons not subject to PERS may be paid by a "Personal Service Agreement." Such "Personal Service Agreements" must be processed through the Finance and Administration Office before payment for services can be made. Examples of such services are: consultation by private individuals or firms, visiting lecturers (other than above), performing groups such as dance bands and theatrical groups, etc.
